Start here: your Area Agency on Aging
Colorado's State Unit on Aging funds 16 regional Area Agencies on Aging (AAAs). Your AAA is the single best first call: it connects older adults, people with disabilities and caregivers with local services, and its information and referral staff keep current lists of home repair and modification programs. Three AAAs cover the Denver metro area.
DRCOG Area Agency on Aging
The Denver Regional Council of Governments is the federally designated Area Agency on Aging and Aging and Disability Resource Center for these eight counties. Its resource center serves adults 60 and older, adults with disabilities, and families and caregivers at no cost.

DRCOG also runs Medicare counseling through the State Health Insurance Assistance Program, the Long-Term Care Ombudsman program, and Veteran Directed Care.
Boulder County Area Agency on Aging
Information and referral, options counseling, caregiver support and Medicare counseling for adults 60 and over and their caregivers.
Weld County Area Agency on Aging
Meals, in-home services, caregiver support and the 60+ Ride program for Weld County residents 60 and older.

Paying for home modifications
Colorado Medicaid Home Modification benefit (HCPF)
The Department of Health Care Policy and Financing lists a $14,000 maximum for home modifications under the Brain Injury; Community Mental Health Supports; Elderly, Blind and Disabled; and Complementary and Integrative Health waivers. Modifications are arranged through the member's case manager.
VA Home Improvements and Structural Alterations (HISA)
Lifetime benefit of up to $6,800 for service-connected conditions (or non-service-connected conditions with a 50% or higher service-connected rating) and up to $2,000 for other eligible veterans, for medically necessary home changes. Apply with VA Form 10-0103 through your VA medical center's Prosthetics department.
Brothers Redevelopment, Home Modification and Repair
A Denver nonprofit whose listed services include roll-in and step-in shower conversions, grab bars, handheld showers, ramps and door widening. Denver-metro applicants: 303-685-4225.

County human services and senior programs
City and County of Denver
Denver Human Services helps older adults apply for Long-Term Care Medicaid, Old Age Pension and other benefits (720-944-4347). The Denver Office on Aging runs DenverConnect, a mobile resource van with navigators for adults 60 and older, and publishes an Older Adult Resource Guide.
Jefferson County
Jefferson County Human Services' Aging and Adult Services: 303-271-1388. The county's resource listings include Long-Term Care Medicaid, Old Age Pension and the Home Care Allowance.
Arapahoe County
Arapahoe County's Senior Resources programs include Homemaker help with light housekeeping and Chore Services, subject to income guidelines. Information line: 303-738-8080.
Adams County
The county's senior resources page points residents to DRCOG for aging services and lists county programs such as Old Age Pension.
Douglas County
Douglas County's Older Adult Initiative lists local resources, including Aging Resources of Douglas County's navigation line at 303-814-4300 for help finding transportation, home and chore services.
City and County of Broomfield
Broomfield Senior Services serves residents 60 and older from the Broomfield Community Center and runs a free Loan Closet of adaptive equipment such as walkers, wheelchairs and canes.
Senior and active adult centers by city
Local centers are good places to find balance classes, fall prevention workshops and neighbors who have already been through a bathroom remodel. Each city page on this site has more detail.

Building permits
For the City and County of Denver, Community Planning and Development's pages say plumbing work that adds or relocates fixtures needs a construction permit, while like-for-like replacement of fixtures such as faucets and sinks does not; residential plumbing trade permits are generally issued online as quick permits. Call 911 in an emergency. To report suspected abuse, neglect or exploitation of an at-risk adult in Denver, Denver Human Services lists 720-944-3000; each county runs its own adult protection line, and your AAA can give you the right number.
